In late-1990s rural central Vietnam, cooperative chairman Hai Bình refuses to abandon plans for local electricity after a district hydropower initiative falls through. Enlisting a reluctant engineer and overcoming bureaucratic resistance, scarce parts, and local skepticism, he tirelessly rallies his community to build their own micro-hydroelectric station.
